Helmet law in California

According to the Fatality Analysis Reporting System, 4600 people died in motorcycle accidents in the United States in 2011, reflecting a rise of 217 per cent from 1997.

The U.S. Department of Transportation reports that motorcycles make up less than 3% of all vehicles registered in the U.S., and they account for 14% of all causalities due to traffic.

Just 20 states however allow motorcyclists to put on helmets. Twenty-seven other states require only a particular group age to wear helmets, and three states have no helmet regulations at all.
California is one of only 19 states that implement the helmet law on all motorcycle riders to wear secure helmets that meet federal safety criteria.

California is one of the Universal Helmet Law states requiring both driver and passenger to Article No 4 of the California Vehicle Code specifies that no one under the age of 18 allowed to ride a bicycle on a bikeway, on a street or on any other public path or trail until and unless he or she wears a helmet that fits properly, fastens fittingly and complies with the safety standards.
